(1st UPDATE) Philippine President Rodrigo Duterte held bilateral talks with Russian President Vladmin Putin on the sidelines of the APEC Summit in Lima, Peru on Saturday (Sunday in Manila).
Putin congratulated Duterte on his "glorious election" last May, and Duterte told Putin about the Philippines' drug problems.
In his meeting with the Russian leader, Duterte also criticized Western countries for "bullying" the Philippines, claiming that the "West forced my country to contribute soldiers to its wars."
Among those he mentioned were the Vietnam war and the war against Iraq, where no weapons of mass destruction were found.
Duterte told Putin that when the Philippines withdrew its support from the wars of the West, "they started to make life difficult for us."
He also expressed to Putin his view on the "West's hypocrisy...and its tendency to start a war."
