On December 9, Matobato asked the Ombudsman to investigate President Rodrigo Duterte for murder, kidnapping, torture, and allegedly violating Republic Act 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.

In a phone interview, Carandang said the Ombudsman will evaluate Matobato's complaint, and validate the information mentioned on his affidavit---just as how they act on all complaints. Carandang will head the probe amid Ombudsman Conchita Carpio Morales' inhibition from investigations concerning the Dutertes because of her ties with the first family. Morales is the aunt-in-law of presidential daughter, Sara Duterte.
